2023 Preliminary Peer Mortgage Data

On March 26th, 2024, the CFPB posted the release of the 2023 Individual HMDA Modified LAR. This release is a downloadable LAR available for individual institutions that reported a 2023 HMDA data submission. Wolters Kluwer has built a comprehensive 2023 Peer HMDA Data file from this data as a Preliminary release to use as a standard Peer HMDA file.

Important! Because the data is only a "snapshot" (as of March 26th download) and does not include all the variables that are normally provided with the annual aggregated Peer Data release, this is not the final Peer Data release. This installation will install a Peer HMDA file with the name 2023 Peer Mortgage Data Preliminary - US & PR. When the CFPB publishes the National Loan-Level Dataset (expected June 2024), Wolters Kluwer will release final Peer HMDA Data.

Important!For client/server environments, Peer Mortgage data is installed on the SQL Server only. This version can only be installed on SQL Server or SQL Express versions SQL 2016 SP1 or later.

This update allows users to incorporate this data into their CRA Wiz and Fair Lending Wiz reporting and analysis.

The IRS Report Update includes changes to the IRS report which is an optional report generated during CRA submission. The value for Total Number of Assessment Areas is incorrect and is not displaying all the Assessment Areas selected in the Submission Wizard.

This script update only impacts the CRA IRS Report and does not impact the HMDA or CRA Submission File.

IMPORTANT INSTALLATION NOTES:

If you have not yet created your submission file using CRA Wiz and Fair Lending Wiz - Install this IRS Report Script before you create your submission file if you plan to also use the IRS report.
If you already have submitted your CRA submission file - Install the IRS Report Script, then proceed through the Submission Wizard again using the same submission fie and print a new IRS report.

The 2024 MSA Boundary and Connecticut County Release incorporates the recent MSA boundary and Connecticut County codes changes.

IMPORTANT! You must have CRA Wiz and Fair Lending Wiz 7.7 or higher installed in your environment prior to installing this release.

Confirm that CRA Wiz and Fair Lending Wiz 7.7 and the CRA Wiz and Fair Lending Wiz 2024 FIG Changes and CRA Table Updates are installed PRIOR to this installation.

CRA Wiz and Fair Lending Wiz 2020 Census Update for Island and US Territories

On July 20th 2023, the FFIEC posted the 2023 Island Areas Census Demographic data for American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the Virgin Islands. This update allows users to run Census Demographic Island data for years 2022, 2023, and 2024. Tract Income Category, Percent Median and Population will be updated with this release.

Important!This install is optional, only install if you are licensed for Island data and need the functionality listed.

The update should be installed on the CRA Wiz and Fair Lending Wiz Server.

CRA Wiz and Fair Lending Wiz 2024 FIG Changes and CRA Table Updates

The CRA Wiz and Fair Lending Wiz 2024 FIG Changes and CRA Table Updates includes new and updated 2024 FIG Edit Checks, several CRA Table fixes, and a fix for missing user defined edit checks.

Important!CRA Wiz and Fair Lending Wiz 2024 FIG Changes and CRA Table Updates is a SQL script that should only be applied to the server. It requires installation of CRA Wiz 7.7.

2023 FFIEC Median Family Income Update with Distressed & Underserved Geographies

On August 10th 2023, the FFIEC posted the 2023 Updated MSA Median Family Income (MFI) update. This annually adjusted MFI is based on the methodology defined by HUD and released by the FFIEC to be used in the Applicant Income calculation for the effective activity year 2023.

On June 23rd, 2023, the FFIEC posted the List of Distressed and Underserved Nonmetropolitan Middle-Income Geographies for 2023. The 2023 list includes 2,911 Census Tracts. The FFIEC posted additional information regarding their sources and methodology here.

The CRA Wiz and Fair Lending Wiz 7.6 Event Scheduler and Filter Fix (Front-End Build 76.4.23/Back-End Build 76.4.17) includes:

Fixed issue in which Event Scheduler was using the wrong Census Year during Batch Geocoding
Fixed issue that when filter for % Black and Hispanic values on the Columnar Reports, Map, or with Create Areas, the software was returning incorrect values. If you have previously used filtering for % Black and Hispanic values on Columnar Reports, Map or Create Areas, please regenerate. Moving forward, the filter will return correct results with any newly created Columnar Reports, Maps, or Create Areas.
Fixed issue with Map that when trying to apply an assessment area, for some users the software did not display the Apply button.
Fixed issue in which the CRA Wiz and Fair Lending Wiz installer would place SQL Server into Single User Mode.

NOTE: Starting with CRA Wiz and Fair Lending Wiz 7.5, the last set of numbers in the Front-End and Back-End build numbers may no longer match. The Front-End Build for this release is 76.4.23. The Back-End Build for this release is 76.4.17.

CFPB Letter regarding possible issues with Street Address
(Posted 4/20/2023)

It has been brought to our attention that some Financial Institutions received a letter from the CFPB regarding possible issues with Data Field 13: Street Address in HMDA Loan Application Register (LAR) filed during the 2020, 2021, and 2022 period. If your institution received this message, we want to assure you that LARs created through Wiz for submission adhere to the CFPB's FIG guidelines. Currently, there is only one CFPB edit that addresses the validation of Data Field 13: Street Address (V620 - Field cannot be left blank.)

2021 Peer Mortgage Data - Final Release

On June 16th, the CFPB posted the release of the 2021 Annual Snapshot of HMDA Data. This update allows users to incorporate Peer Mortgage Data into their CRA Wiz and Fair Lending Wiz reporting and analysis.

Due to increased mortgage volumes in 2021, the file size exceeds the 10GB limitation for SQL Express versions. The Final data is being released in uncompressed and compressed formats. The table below outlines which version of the 2021 Final Peer Mortgage to use according to your SQL Edition and Version.

The uncompressed version of 2021 Peer Mortgage Data - Final can be installed only on full editions of SQL. If you are using SQL Express and attempt to install the uncompressed version, the software displays a message indicating the data is too large for SQL Server Express editions.

Compression is supported by all versions of SQL Enterprise Edition but only supported with SQL Express or Standard Editions after SQL 2016 SP1. We strongly recommend institutions on versions of SQL Express or Standard Edition prior to 2016 consider upgrading to a newer version of SQL that supports compression (SQL 2016 SP1 or later).

2020 Census FFIEC Income Update

On April 22nd, 2022, the FFIEC posted an ad-hoc release of the MSA median family income, tract income, income percentage, and income level indicator using the 2016-2020 ACS 5-Year Estimates for the 2020 census tracts. This update is effective for activity year 2022.

2020 Map Data Issue

IMPORTANT!

It has come to our attention that the 2020 Map Data files that were made available for download contained an issue which results in the error message "MSA mapping data is missing, please sensure mapping data is installed and up to date or select a different census year." when attempting to use 2020 Census Boundaries. The issue has been corrected and the files have been replaced on our download server. It is recommended that you download the map data again using the link provided in the email you received on or around March 31, 2022 and reintall the data to correct the issue. We apologize for any inconvenience this has caused.

Upcoming Change to Geocoding Data Releases

We know that accurate geocoding data is vital to your organization. As part of our ongoing commitment to being here for you when you have to be right, we are simplifying our Geocoding Data update process. Beginning with the Q1-2022 update, we will no longer be providing regional specific data sets. All CRA Wiz and Fair Lending Wiz clients licensed for Geocoding will receive the Full US data. We are also simplifying the delivery of the data. You will no longer receive emails with links to download the update and instructions. Instead, the download links will be available on Wiz Web Center.

What does this mean for me?

If you are currently licensed for Full US data

You will continue to receive the same data you do today. There will be no functional or disk space changes.
Updates will be downloaded from Wiz Web Center rather than email notifications.

If you are currently licensed for regional data

The size of geocoding data installed will increase. Historically the regional geocoding data is ~5GB whereas the Full US geocoding data is ~11GB.
CRA Wiz and Fair Lending Wiz will continue to function as it does prior to this change. Even though full US data is installed for geocoding, you will still be limited to the regional census and demographic data for which you are licensed. For example, in create areas, you will see all states avaialble and can add tracts from any state to your assessment areas. However, if you add tracts that fall outside of the region for which you are licensed, you will not see demographic data (Minority Tract, Tract Income Category, Percent Median, etc.) for those tracts.
Updates will be downloaded from Wiz Web Center rather than email notifications.

Wiz Web Center Migration & Auto Update Change
(Posted 1/25/2022)

In December, we attempted to move Wiz Web Center file storage to Azure and received a number of reports that files could not be downloaded. We have identified the root cause of the issue and have made the necessary modifications to ensure files can be downloaded. These changes were effective Tuesday, January 25, 2022.

If you are NOT using the auto update function to update APOR rates, no action is required. The updates should become available in Wiz Web Center the next time you load the page or restart CRA Wiz and Fair Lending Wiz.

If you are using the auto update function to update APOR rates, the Update Info URL in System Maintenance should be updated to https://www.pcidownloads.com/crawiz/pcidownload/Web%20Center/CRAWiz/Updates/UpdateInfo.xml as soon as possible to avoid disruption in rate updates.

Web Center Download Issues

It has come to our attention that a number of clients are experiencing issues when attempting to access documentation or download updates from Wiz Web Center. We have identified the probable root cause and will be working to resolve the issue by the end of January. While we work to resolve the issue, we have reverted all links to documentation and downloads to RackSpace as they were prior to our conversion to minimize disruptions.

CRA Wiz and Fair Lending Wiz Submission/Activity Year update will be published on or before 9.30.2021.

The CRA Wiz and Fair Lending Wiz Submission/Activity Year release will contain following items:

FFIEC Encryption Utility to support 2021 CRA Submission.
2022 Activity Year Support.
2021 updates to the Geocoding Engine.
Added support for Windows Server (2019) and SQL Server Version (2017 and 2019).
Fix for Map crashing issue when printing.
V716 Edit to check State abbreviation instead of State Code to align with CFPB implementation.
Fix for V625, 626, 627, and 716 Edits not displaying in Edit Record and Detail Exception Reports.

In addition, we'll also be publishing Q3 2021 Geodata on or before 9.30.2021 alongside the Submission/2022 Activity year release.

Lastly, we are continuing to evaluate the delivery timeline for CRA Wiz and Fair Lending Wiz 7.6 release. We will communicate an update on 9.30.2021.

Geocoding License Update - June 28th
The current Geocoding Data license expired on July 31st, 2021. All versions of this dataset are affected. This license file--geostan.lic--is currently located where your institution's Geocoding Data is installed and will need to be replaced when the new license file is posted to Wiz Web Center.

Q4 2021

As we head into second half of the year, we want to keep you informed about upcoming product release plans. To ensure we fully support your submission of 2021 data, and in preparation for next year's data, we are going to release a CRA Wiz and Fair Lending Wiz Submission/Activity Year only update before releasing any other (non-Submission) updates. This Submission update will be published by early October, 2021. We will provide an update on expected release dates for both the Submission and non-Submission releases by August 31st, 2021.

The CRA Wiz and Fair Lending Wiz Submission/Activity Year release will contain following items:

Geocoding License File update

Important! Failure to follow these steps will result in the inability to geocode beginning July 31, 2021.

Please review the following information for instructions on how to update your Geocoding Data license file. The current Geocoding Data license will expire on July 31st, 2021. All versions of this dataset, including the 2021-Q1 dataset, are affected. This license file--geostan.lic--is currently located where your institution's Geocoding Data is installed. Below is a link to an updated geostan license file as well as instructions on where to place that file.

Instructions:

Download the .zip file locally to the CRA Wiz server or Workstation where the Geocoding Data is installed.
Unzip the geostan.lic file and place it in the Geocoding Data-2010 directory specified in System Maintenance->Data and Application Mapping within the CRA Wiz application.

We wanted to provide an update on the CRA Wiz and Fair Lending Wiz 7.5 NA Hotfix and upcoming annual datasets.

The CRA Wiz and Fair Lending Wiz 7.5 NA Hotfix is now available for download from the links below.

The Preliminary 2020 Peer Mortgage Data will be available for download on or before April 27, 2021.

The CRA Wiz and Fair Lending Wiz 7.5 NA Hotfix covers the following items:

Display issue with 8888 showing as NA (even though database values accurately display 8888).
V695 and V696 edit updates for 2021 Activity Year.
AUS2 through AUS5, Code 6, updated to show Code 7 as Code 6 is not a valid value in the UI dropdown.
Isolated issue related to Batch Geocoding that resulted from the 7.5 update.

Average Prime Offer Rates (APOR) Correction for the Week of 12/28/2020

The Consumer Financial Protection Bureau (CFPB) posted corrected Variable (ARM) Average Prime Offer Rates (APOR) for the week of 12/28/2020.

Incorrect Rate for ARM Loan Terms (In Years) for the week of 12/28/2020:
Loan Term : 1,2,3,4
Rate: 2.59, 2.67,2.73,2.73

Corrected Rate for ARM Loan Terms (In Years) for the week of 12/28/2020:
Loan Terms : 1,2,3,4
Rate: 2.84,2.84,2.84,2.84

The APOR Update for the week of 2/8/2021 will also include the corrected Variable (ARM) rates for the week of 12/28/2020.

We encourage you to recalculate the rate spread for loans with ARM terms outlined above if RateLockDate was between 12/28/2020 and 1/4/2021 once the weekly APOR update has been applied to your CRA Wiz production environment.

2020 Web Map Update

On the evening of December 10, 2020, the Web Map module, which is accessible to Premium Map subscribers, will be updated to include access to the new beta version of Web Map.

Going forward users will have access two versions of Web Map; the first being the one they are accustomed to and the second being the beta access to the next generation of Web Map. Wolters Kluwer is providing beta access to the upcoming version to allow users to familiarize themselves with the new version that will be released in the March/April 2021 timeframe.

To familiarize themselves with the new version, users my select the Dig Deeper: Explore Our New Maps link available in the upper right-hand corner of the Map.

Wolters Kluwer hosted a 1-hour complimentary webinar on Monday, December 14, 2020 to review the new version and the enhancements. The presentation and recordings of this session are available from the links below.

2020 ACS Data Release
(Updated 7/20/2022)

The 2022 ACS Census Update is available for download. The update allows users to run demographic reports for activity year 2022 and completes the third phase of the multi-phased census data releases for this year. Additional data will be coming later in Q3.

CRA Wiz & Fair Lending Wiz 7.5 SP1 and 2022-Q1 Geocoding Data

Phase 1 updates to support 2020 Census Data and Boundary updates is now available for download. The CRA Wiz and Fair Lending Wiz 7.5 Service Pack 1 update is the first of several updates that will be released iteratively to support 2020 Census data and boundary changes. Future updates will be released as additional data is made available.

CRA Wiz and Fair Lending Wiz 7.5 Service Pack 1 includes critical multiple application updates to support the 2020 Census Tract Boundaries including changes to Options menu, right click context menus, activity year selection, System Maintenance settings, mapping, report footers, and underlying data.

Several pieces of documentation are available to support this release.

The release notes detail application changes that were made in this release.
The Guide to Using 2020 Boundaries contains important information regarding activities and steps that should be taken to migrate 2022 files to 2020 Boundaries.
The installation instruction for both the application update and geocoding data update contain important information about pre-requisites and steps that need to be taken during and after installation.

FFIEC Encryption Utility Update

In December 2021, the FFIEC announced an updated version of their DES (Data Entry Software) that included an update to the encryption utility used to encrypt CRA submission files. This update incoproates the updated encryption utility from the FFIEC and is required to encrypt your 2021 CRA submission files.

The 2022 FIG Update consists of the following SQL Server script:

2022 FIG Updates.sql - Updates CRA Wiz and Fair Lending Wiz with the additional Credit Score Model code option and edit check changes from the 2022 FIG, and corrects two (2) bugs for current 2021 edits. For more information about these updates, refer to the Release Notes.

The update should be run on the SQL server only.

The CRA Wiz and Fair Lending Wiz 7.5 Update (Front-End Build 75.0.103/Back-End Build 75.0.73) contains includes non-Submission related changes such as activity year 2021 support, CRA Table Updates, and security enhancements.

NOTE: Starting with CRA Wiz and Fair Lending Wiz 7.5, the last set of numbers in the Front-End and Back-End build numbers may no longer match. The Front-End Build for this release is 75.0.103. The Back-End Build for this release is 75.0.73.

NOTE: CRA Wiz and Fair Lending Wiz 7.5 contains a known issue in the HMDA Edit V695 which may cause the edit check process to fail when running against 2021 HMDA LAR files. A SQL script is available to download below which will correct this issue. The SQL script should be run AFTER the CRA Wiz and Fair Lending Wiz 7.5 Update is installed. See the Release Notes and Installation Instructions for more details.

NOTE: CRA Wiz and Fair Lending Wiz 7.5 can be installed as a new install or as an upgrade to any of the following versions:

2020 Peer Mortgage Data Update - Final Release

On June 17, 2021, the CFPB posted the release of the 2020 Annual Snapshot of HMDA Data. This update allows users to incorporate Peer Mortgage Data into their CRA Wiz and Fair Lending Wiz reporting and analysis.

NOTE: Please download and install this update if you are licensed to use Peer Mortgage Data within the Wiz software. If you do not have a license, but wish to access this or any other dataset, please contact your Account Manager for more details.

NOTE: You MUST have CRA Wiz and Fair Lending Wiz 7.5 (Build 75.0.XX) or higher installed in your environment prior to installing this update.

Important!

Because of the increase in lending volume in 2020 and database size restrictions in SQL Express, there are two versions of the 2020 Peer Mortgage Data - Final:

A compressed version that can be used with SQL Express Edition 2016 Service Pack 1 or later, SQL Standard Edition 2016 Service Pack 1 or later, or any version of SQL Enterprise Edition.
An uncompressed version for users of SQL Standard or Enterprise editions.

The uncompressed version of 2020 Peer Mortgage Data - Final can be installed only on full editions of SQL. If you are using SQL Express and attempt to install the uncompressed version, the software displays a message indicating the data is too large for SQL Server Express editions.

Known Issue - Recent Windows Security Update Impacts CRA Wiz

Microsoft has released subsequent updates for all impacted operating systems to address the known issue with VB6 applications.

The new updates that were released are as follows:

On August 13, 2019, Microsoft released a Security update that contains a known issue which impacts applications that were made using Visual Basic 6 (VB6). CRA Wiz is a VB6 application so applying this update will result in the error Object variable or with block variable not set when attempting to log into the application.

All August cumulative updates that Microsoft released appear to be affected by the issue. The known issue has been added to release pages for all supported versions of Microsoft Windows:

Known Issue - Missing License File Error when attempting to Geocode

CRA Wiz & Fair Lending Wiz is currently unable to geocode records due to an expired license file. This expired file geostan.lic is currently located where your institutions geocoding data is installed. The expired file, is not isolated to one version of geocoding data. All versions of this dataset, including the latest 2018-Q3 data, are affected.

Below is a link to an updated geostan license file as well as instructions on where to place that file. Once this file has been replaced users will be able to geocode again.

Download the ZIP file locally to the CRA Wiz server or Workstation where the Geocoding Data is installed.
Unzip the geostan.lic file and place it in the Geocoding Data-2010 directory specified in System Maintenance-Data and Application Mapping within the CRA Wiz application.

2017 FFIEC Median Family Income (Revision) & Final 2017 HMDA Submission Update

On November 13th, 2017, the FFIEC posted a revision to the updated FFIEC Median Family Income Update as part of their 2017 Census Data Products release. This update incorporates changes to the formerly released 2017 updated median family income figures so that you can properly calculate applicant/borrower income levels for the 2017 activity year.

The 2017 Median Family Income Update also contains a fix to the 2017 HMDA Submission file. Previously, the Rate Spread field in the 2017 HMDA.txt file did not contain the leading zero (0) if the Rate Spread was less than (<) 10. Because the required Rate Spread format is NN.NN, this caused V500 edits when uploading the submission file to the CFPB portal.

NOTE: This update is required for the submission of 2017 HMDA data. See update instructions for steps to confirm a successful installation.

After further review by the CRA Wiz development team, we have determined that the statement made by the FFIEC does not affect the 2014 Peer Small Business Data Update. The install documentation and package links have been restored to this post in their original, accurate form. The FFIEC notification has been left below for reference.

This is the statement released by the FFIEC. It does not impact CRA Wiz or its datasets.
"There is currently an issue with the CRA disclosure data flat file. While the aggregate data file is unaffected, there are 90,229 County Level records missing from the disclosure data file, which impacts tables D1-1, D1-2, D2-1, and D2-2. The CRA disclosure data file will be re-posted with an explanation on the FFIEC CRA site in short order (http://www.ffiec.gov/cra)."

2014 Peer Branch & Deposit Data Update

The 2014 Branch and Deposit Data was posted in May of this year. During recent weeks we discovered an issue that resulted in 259 missing branches from the final list. Out of a total of 112,982 branches, 259 were not included that should have been. This dataset has been reprocessed to include the missing branches and is now available to download.

Users can find a complete list of branches originally omitted here.

This update can be applied using the same steps as the initial release. The incomplete dataset will be replaced with the new file.

The 2012 Peer Lender Groups include the top 20 depository lenders for Mortgage and CRA (Small Business/Farm) and their reporting subsidiaries. This allows users to analyze a group of lenders as a single institution, or filter for institutions submitted by that lender.
In 2012 there were four institutions added to the Peer HMDA groups and eight institutions added to the Peer CRA groups. One lender that is new to both groups, Discover Bank, is included in the Peer HMDA groups because of the subsidiary, Home Loan Center.
The top 20 Lender Groups for HMDA in 2012 submitted 43% of all HMDA reportable applications, or 7,984,939 applications. The top 20 Lender Groups for CRA in 2012 originated 87% of all CRA reportable loans, or 5,298,850 small business/small farm loans.
